II. Agricultural and Market Information

 
     
 

From 1996 to 1997, around 3,972.6 hectares of agricultural and non-agricultural lands had been converted for industrial, residential, recreational and other eco-tourism development projects. Batangas had an area of 1,488 hectares converted into special economic zone, followed by Laguna with 1,073.2 hectares and Quezon with 198 hectares.

Per validated data from the provinces, irrigated areas decreased by 9,855 hectares. This was mosstly due to land conversion.

a. Commodity Profile

Grains

Based from the data generated during the Provincial Food Security Congress, the provinces of Occidental and Oriental Mindoro, Aurora and Palawan are sufficient in rice by 398.43%. These provinces partially augment rice deficits in other provinces.

Corn producing provinces include Batangas, Occidental and Oriental Mindoro, Palawan and Quezon. The combined estimated corn supply from these provinces for 1998 is 148,548 MT. It is estimated that 3,000 MT/day or 1,090,000 MT/year of corn grains is required by feedmills in Batangas. So for Batangas alone, the shortage is 441,452 MT.

The existing situation is attributed to lack of high quality seeds, slow installations of STWs, SWIP, and other irrigation and postharvest facilities, plus the delayed wet season due to El Nino.

Rootcrops/Tubers

Region IV in general is producing roots and tubers more than its total requirement. The total tuber/rootcrop produced is 112,622 MT as against the total per capita/consumption of 46,622 MT or a surplus of 66,282 MT.

Vegetables

The whole region is short in terms of vegetable supply. Out of the 11 provinces comprising the region, only Laguna is producing more than what they need. The sufficiency level of LAguna is 151.41% which is very high compared to other provinces with very low sufficiency level ranging from 2.95% to 50.4%. Total production of vegetable is 198,197 MT which is 207,765 MT short of its total requirement of 40,962 MT or a sufficiency level of only 48.82%.

Fruit Crops

Region IV is consistently a fruit-producing region with a total production of 820,803 MT. Highest fruit producer is Batangas (422,186 MT) and Laguna (103,076 MT). Romblon gave the lowest fruit yield with only 1,878 MT.

LIVESTOCK

Commercially, the animals raised in the region are cattle, swine, goat and poultry (chicken and duck).

Based on the report of the Agricultural Statistics (BAS), among the 11 provinces, Batangas had the most number of heads for poultry, swine and cattle. It ranked third, however, for carabao. Rizal and Quezon placed second for swine and cattle, respectively. Batangas has the most number of feedmills with 6 operational livestock auction market.

In poultry production, Batangas, Laguna and Rizal substantially contribute to the region's poultry inventory.

Batangas has 544.02% sufficiency in egg production. The great bulk of their production is supplied in Metro Manila. On chiken, Laguna registered a sufficiency level of 75.51%. On carabeef, Occidental Mindoro is 24,011.22 sufficient, follwed by Batangas with 2,582.18%. Cavite's sufficiency level on carabeef is only 3.98%.

FISHERIES

Region IV has the largest coastline among the regional grouping owing to the five (5) island provinces, and mainland provinces, all having major bodies of water. The region has 180 coastal municipalities and 1,599 coastal barangays. Fishing, therefore, is considered one of the chief sources of livelihood of the people. Major fishing grounds include Manila Bay, Tayabas Bay, Batangas Coast, Casiguran Sound, Honda Bay, Cuyo Pass and Malampaya Sound. Some marine species caught are tuna, round scad, anchovies, sardines mackerels. The richest coral reef ground is found in Quezon Tayabas Bay, Mogpog Pass, Lamon Bay and nearby islands of Palawan.

On freshwater fisheries, important species caught are kanduli and milkfish (bangus) from Laguna Lake; tawilis and maliputo in Taal Lake; catfish (hito), banglis (bangus) and mudfish (dalag) in Naujan Lake. The dominant freshwater fish species culture in fishpen and cages are tilapia nilotica, milkfish and carp.

The most abundant fishing ground is the West Palawan followed by Mindoro Strait and Batangas Bay. The provinces of Quezon and Occidental Mindoro has the biggest fishpond area and production.

Other major fishing activities are mariculture such as tilapia or milkfish in fish pens and cages, oyster culture, mussel farming and cultivation of seaweeds and the culture of some marine fishes like lobster, mullet and grouper. Considering the number of concessions, free zones and volumes of fry gathered, the provinces of Mindoro, Palawan and Romblon are sources of bangus and sugo frys.
